Jesus has expertise in statistical modeling, visualizations, and quantitative analytics. He specializes in ETL processes, data modeling, and building analytic dashboards.

Before joining 3Si, Jesus worked in the agricultural sector, building and maintaining an intelligence stack that is still in use today. Jesus joined disparate data and developed dashboards to increase the transparency of business practices, production throughput, and Key Performance Indicators (KPIs).

Jesus holds a BS in Physics from the University of Texas at El Paso and an MS in Physics from Washington State University. At Washington State University, he helped published multiple research papers in the field of numerical relativity.

Aishwarya Tiwari

Aishwarya translates complex data into analysis and data products for 3Si clients to use in their decision-making.

Aishwarya’s experience is in data analytics, business intelligence, and cutting-edge cloud technologies. She specializes in storage-speed optimization and aggregating complex, disjointed data using visualization tools such as Tableau and Power BI.

Before joining 3Si, Aishwarya worked for a Fortune 500 company, developing a robust data warehouse using the AWS stack and transforming raw data from multiple sources into useful business intelligence. Her accomplishments include developing a MicroStrategy tool that reduced operational load by 30 percent and a Tableau application that saved 390 employee hours per year.

Aishwarya holds a BS in Engineering, Electrical, and Electronics and an MS in Mathematics from the Birla Institute of Technology in Goa, India, as well as a graduate certificate in Public Policy from the Takshashila Institution in New Delhi, India.

Manager, Analytics and Consulting

Carl Petrillo

Carl supports 3Si clients with technical development, strategy, and business analysis, with an emphasis on geospatial analysis.

At 3Si, Carl co-developed a model to identify children underserved by early learning programs in Washington State, created a business plan and financial model for a leading early learning provider, and presented customized analyses to key stakeholders from a range of public agencies and philanthropies in Washington State.

Prior to joining 3Si, Carl was a business analyst for CGI—an international information technology company—designing, testing, and project managing two large software implementations for the State of Alaska. Carl was also a Global Innovation Fellow with the START Center, a consulting organization within University of Washington’s Department of Global Health, where he worked on strategy projects for the Bill & Melinda Gates Foundation.

Carl earned an MBA from the Foster School of Business at the University of Washington and a BA in English from the University of Southern California.

Associate Director, Analytics and Consulting

Ross Gilliland

Ross helps 3Si clients evaluate performance of their programs and services. He also develops and translates data analytics into information that technical or non-technical audiences can use in their decision-making.

Ross has over a decade of experience in program evaluation and data analytics, blending advanced modeling with qualitative methods. At 3Si, he has led projects with several partnering state agencies to develop analytic reports and reporting systems. Ross was responsible for report design and implementation, technical project management, and stakeholder engagement support. He also led projects to model unmet need for early learning and child care throughout Washington State, particularly for children from low-income families or otherwise at-risk. This modeling considered scenarios to estimate real opportunities to increase access to early learning and the associated benefits to children and families.

Before joining 3Si, Ross served as the Director of Evaluation and Analytics for Equal Opportunity Schools, where he led evaluations and built data management and reporting systems, including survey design, data collection, database architecture, and reporting.

Ross holds a Master of Public Administration from the University of Washington and a BA in Physics and Music Performance from the University of Wisconsin. In 2015 he was named a Strategic Data Fellow by Harvard University’s Center for Education Policy Research.

Jon Wren

Jon works with 3Si clients to understand their vision for their future, assess their current state of technology and, with his expertise in multiple platforms, identify a clear path to achieve their goals.

Jon—JW to his colleagues—is an expert at migrating data operations from on-premise to the Cloud, providing instant scalability, cost savings, and performance. He looks at a problem holistically so he can diagnose the root cause and apply an appropriate solution. Jon also educates 3Si clients on Cloud technologies, tailoring his approach to his technical or non-technical audience.

Over his 20-year career, Jon has built data solutions on just about every platform. These days, he spends most of his time in the Cloud, but he started his career on IBM Mainframes, creating handy solutions in MS Access/VBA and constructing on-premise MPP database solutions in Teradata and Vertica. Earlier in his career, Jon was a founding member of Cardlytics (CDLX), worked at Amazon and SEOMoz in Seattle, WA, and spent time in the financial services industry.

Jon holds a BA in Business Administration, Management Information Systems from Iowa State University.

Jon Oakdale

Jon assesses our clients’ needs and constraints and proposes data systems strategies that are effective, accessible, and minimize burdens on the client and their organization.

For nearly 15 years, Jon has helped government, nonprofit, philanthropic, and national and international corporate clients solve data challenges. Jon’s recent projects include developing and implementing Community Assessment Tools using Tableau for the Utah Department of Health, Texas Education Agency, and Washington Department of Early Learning. Jon also developed reporting and analysis engines for the Washington Department of Early Learning and Washington Department of Children, Youth, and Families; planned implementation of a master data management hub at Washington Department of Early Learning; and built financial models for several nonprofit organizations to support long range planning.

Jon holds an MBA from the University of Washington and a BA in Economics and Computer Science from Willamette University.
